Request for Reconsideration of Refusal To Consider Protest Against Determination of Bidder Nonresponsibility

The protester requested reconsideration of a decision which declined to consider its protest against the agency's determination that it was not a responsible bidder with respect to the procurement. The prior decision was affirmed on reconsideration since the protester failed to show that either the Small Business Administration, which denied a Certificate of Competency, or the agency failed to consider information vital to the responsibility determination.
