Protests Against Cancellation and Issuance of Solicitations

The protester requested reconsideration of a prior decision upholding the agency's partial cancellation of a solicitation and objected to the specifications of another solicitation. Although the protester alleged that the solicitation favored owners of one size of airplane, the award of contracts to bidders offering three different sizes of airplanes indicated that larger planes could be competitively bid.
