Protests Against Cancellation and Issuance of Solicitations

The protester requested reconsideration of a prior decision upholding the agency's partial cancellation of a solicitation and objected to the specifications of another solicitation. Although the protester alleged that the solicitation favored owners of one size of airplane, the award of contracts to bidders offering three different sizes of airplanes indicated that larger planes could be competitively bid. The decision by the agency to base the planes in the State where the fire emergency existed was proper since it was more economical to do so than to apply a total mobility concept with planes based elsewhere. The request for reconsideration of the prior decision was denied since the protester provided no factual information or substantive arguments different from those upon which the prior decision was based.
