The protester objected to the award of a contract, alleging that it should have received the award since its proposal was technically acceptable and offered the lowest estimated cost. The agency's cost analysis, which reduced the entire evaluation to comparison of the averaged, verifiable labor rates, excluded subcontract labor rates in determining the protester's averaged labor rates since the subcontractor was not identified and the subcontractor labor rates could not be verified. The cost analysis was not arbitrary and the determination that the protester was not the low offeror was not disturbed. The protest with regard to the evaluation factors included in the solicitation was untimely since it was not filed until after the receipt of initial proposals.
