Protest Against Cancellation of Invitation for Bids

The protester objected to the agency's decision to cancel an invitation for bids on the basis that the responsive bids submitted unreasonable prices. The agency's determination to cancel the invitation for bids because of unreasonable prices was not questioned since the protester's low responsive bid was 16 percent higher than its bid on a prior procurement and 21 percent higher than the low nonresponsive bid on the procurement in question.
