The protester objected to the award of a contract, alleging that the awardee's proposal was nonresponsive since it was not a corporation, that the awardee's proposal was prepared by the agency's staff, and that the regional director of the agency was biased due to his social contacts with the principals of the awardee. Even if the solicitation had incorporated a requirement that a bidder be a "legally incorporated entity," that requirement was satisfied since the awardee was a corporation at the time of the solicitation. The other allegations were denied since they were unsupported, and the record provided no basis for objecting to the proposal evaluation by agency evaluators other than the regional director.
