The protester objected to the consideration for award of two late bids from the low bidder, suggesting improprieties in the mailing of the bids and suggesting that late bid procedures be amended to prohibit consideration of late bids sent by certified mail. The late bids were properly considered for award since the certified mail receipts indicated that the bids were mailed more than 5 days prior to bid opening. The possibility that late bid procedures may be subverted by a bidder and a postal service employee acting illegally does not warrant amendment of procurement regulations relating to the acceptance of late bids.
