The protester objected to the rejection of its low bid as nonresponsive due to the difference between the delivery terms of its bid and those specified in the solicitation. The bid was properly rejected as nonresponsive since the invitation required delivery within 210 days after the date of contract and the bid offered delivery 210 days after receipt of the order, and the offer had the effect of extending the promised delivery beyond that required by the solicitation. Oral explanations given by the bidder before bid opening could not be considered in determining the responsiveness of the bid, and erroneous oral instructions by a Government representative prior to bid opening were not binding on the Government.
