The protester objected to the award of a contract, alleging that the contractor's personnel did not comply with the personnel qualifications included in the solicitation. The request for proposals called for a specific range of experience for each person assigned to the project by the offeror, and award to an offeror whose personnel had experience qualifications equivalent to, but not exactly the same as, that specified and whose personnel team as a whole had the required range of experience was not improper. However, the agency should make clear to offerors in future similar solicitations that equivalent qualifications would be acceptable and that the total team qualifications would be considered.
