The protester requested reconsideration of a decision which upheld the cancellation of an invitation for bids and the rejection of the protester's bid as excessive in price. The agency was not required to accept a bid within the " estimated cost range" when the bid was determined to be excessive compared to a subsequent government cost estimate and to the other bid received. A small business bidder was not prejudiced by the omission in the advertisement that the solicitation was set aside for small business since the invitation clearly indicated that the procurement was restricted and the bidder submitted a timely bid. The successful bidder under a resolicitation which the protester contended should not have been issued was entitled to receive copies of the protest documents. Cancellation of a small business set-aside and resolicitation under an unrestricted invitation for bids was proper because the bids were unreasonable in price.
