The protester objected to the award of a contract to the highest technically rated offerer, who was also highest in price, and complained that it did not receive adequate consideration as a small business. There was no basis to object to the award since the solicitation evaluation criteria advised offerers that price was of secondary consideration, and the record indicated that offerers were evaluated on an equal basis. There was no requirement for submission to the Small Business Administration for Certificate of Competency consideration because review of the firm's experience was for purposes of technical evaluation of the proposal rather than for a determination of responsibility.
