The protester objected to the consideration of two offers for award, contending that the bids were nonresponsive. The bidder, in extending the bid acceptance period, stated that certain work could not be performed within the period specified in the solicitation; this took exception to the required delivery schedule and rendered the bid nonresponsive. The bid which failed to list proposed subcontractors in response to the solicitation containing a requirement for subcontractor listing was nonresponsive, and post-bid-opening submission of the information did not cure the bid defect.
