The protester objected to the rejection of its bid as nonresponsive because it took exception to certain portions of the quality program required by the solicitation. The bid was properly rejected as nonresponsive and was not subject to correction since a nonresponsive bid may not be corrected to make it responsive. The fact that the agency waived the requirement on a prior procurement did not affect the rejection of this bid since responsiveness must be determined from the bid itself. The nonresponsive bid could not be accepted even though it would result in monetary savings since such action would undermine the competitive procurement system.
