The protester objected to the refusal of the agency to consider its proposal hand delivered after the time specified as the closing date for receipt of proposals. The proposal was properly not considered since it did not fall within one of the exceptions in the applicable late proposal clause of the solicitation which would have permitted its consideration. The protester was not justified in relying on the oral statements of the contracting officer made one day prior to the closing date for receipt of proposals which would have changed the standard cost and pricing data form specified in the solicitation since such an oral representation without written confirmation did not constitute amendment of the solicitation. The protest regarding the alleged oral amendment was timely, even though submitted after the closing date, since the impropriety was not apparent on the face of the solicitation.
