An employee requested review of the disallowance of his claim for restoration of annual leave, an allowance for personally packing valuable household goods, and reimbursement for the cost of title insurance. The employee delayed his travel while awaiting the movers; he may be administratively excused for that time, and the leave may be restored. The employee, who without authority undertook to pack household goods, did so voluntarily and was not entitled to reimbursement. He purchased an "owner's title policy" at the new duty station; this was distinct from a mortgage title policy, and reimbursement for such cost is precluded.
