Late Bid Properly Rejected

A protester contended that his bid was late solely because of mishandling by agency personnel. The bid, date-stamped the day after bid opening, was properly rejected since the protester did not establish that the bid was delivered to the specified address before bid opening or that delay was caused by agency personnel.
