The agency requested authority to grant a temporary retroactive promotion for an employee who was advised prior to a detail that, if she elected, she could be promoted temporarily instead of receiving per diem while on temporary duty. The agency had no right to require the employee to make such a choice and, but for the improper action, the employee would have been promoted. Retroactive promotion with backpay for the period of the detail may be granted.
