The protester objected to the award of a contract, alleging that its proposal was improperly evaluated. In the absence of any evidence that the agency acted in an arbitrary or capricious manner, the protest regarding the evaluation of the protester's technical proposal was denied. The selection of a higher cost proposal was not arbitrary because the selection was based on a reasonable assessment of the technical proposals, and a determination was made that performance by the superior technical offerer was worth the additional cost. GAO had no authority to determine what information must be disclosed by other agencies under the Freedom of Information Act. The claim for proposal preparation costs was not considered since there was no finding that the agency acted in an arbitrary manner.
