An employee requested reconsideration of a settlement disallowing his claim for reimbursement of expenses incurred in the sale of his residence incident to relocation and a change of Government employers. As an employee of the Department of the Army, the claimant was issued permanent change of station orders to New Jersey. After contracting to sell his residence and prior to reporting to New Jersey, the claimant accepted employment with the Internal Revenue Service in Philadelphia, Pennsylvania. The settlement disallowing the claim for house sale expenses was sustained since the employee did not transfer to New Jersey and his travel orders were not canceled for official reasons.
