Entitlement to Transportation of Personal Property Incident to Permanent Change of Station Orders

An Air Force member requested review of a settlement disallowing his claim for dependent travel and transportation of household goods incident to permanent change of station orders which were subsequently canceled after he reported to the debarkation point for travel to his new station overseas. The member was entitled to transport his personal baggage and household effects at Government expense to the limit authorized by his grade even though he was not entitled to an allowance for the travel and transportation of his dependents and their household effects. He was also entitled to such expenses incident to return to his old station where his permanent change of station orders were canceled and his baggage and household goods were transported initially as a result of the original permanent change of station orders.
