The protester objected to the agency's proposed sole-source award of a contract, alleging that the procurement should have been made available on a competitive basis. The decision to procure on a sole-source basis was not disturbed since the contracting officer's determination to negotiate on a sole-source basis was supported by the record which indicated that the proposed awardee was the only known source with the functional capability to satisfy the procuring activity's requirements.
