Protest Against Determination That Proposal Was Not Within Competitive Range

A company protested a determination that its proposal was not within the competitive range and alleged that the solicitation was deficient. Allegations concerning alleged solicitation deficiencies which were apparent prior to the closing date for receipt of proposals were untimely filed. The determination of the proposal's technical acceptability was an agency function and was not unreasonable.
