Contention That Awardee's Facilities Did Not Meet Specifications

A firm protested a contract award contended that the awardee's facilities did not meet solicitation specifications. Since the awardee took no exceptions to the solicitation, the protest involved a determination of responsibility which was not reviewed by GAO under the circumstances of this case.
