An employee requested reconsideration of a decision disallowing reimbursement for expenses incurred in the sale of a residence and holding the claimant indebted to the Government for an error in expenses paid to him incident to his relocation. Since the employee was not employed at the time of his employment and relocation, he was not entitled to real estate expenses allowed to transferred employees. GAO has no authority to determine whether the claimant was the subject of an unauthorized personnel action.
