An independent public accountant complained against cancellation of a solicitation by a local housing authority under an annual contributions contract with the Department of Housing and Urban Development (HUD), stating that HUD misinterpreted an instruction requiring at least three proposals. The complaint was denied since there was no showing that the housing authority failed to comply with contract requirements for compliance with state and local law or otherwise violated the contract.
