A company claimed that its bid under the first solicitation for purchase of Government land should have been accepted as in conformity with existing regulations and that its bid price under the second solicitation was increased because of agency actions. The first bid was properly rejected as nonresponsive since it contained conditions not in compliance with terms of the sale that the Government release portions of the land from mortgage when a certain percentage of the mortgage was paid. The bid price under the second solicitation cannot be reduced without compensating benefit to the United States.
