Reimbursement of an Employee's Parking Fees

An advance decision was requested concerning an employee's entitlement to reimbursement of fees for parking at higher cost facilities than those available further from the airport. He was entitled to reimbursement since the agency used to reimburse employees for such parking, and there were no clear instructions of a policy change prior to his incurring the costs.
