Qualification of Successful Bidder as Small Business

The protester objected to an award under the labor surplus set-aside portion of an invitation, alleging that the awardee did not qualify as a small business. The protest was not considered since determination of whether a concern is a small business for the purposes of a particular procurement is a matter for resolution by the Small Business Administration.
