Availability of Appropriations for Traffic Light on State Highway

An advance decision was requested concerning the availability of funds appropriated to the Army for the acquisition and installation of a traffic light on federal property at its intersection with a state highway. The costs may be paid by the Army since the structure is located entirely on federal property; it is primarily for the benefit of federal employees or military members; and it is necessary for safe access to military installations.
