Protest Against Specifications Representing Government's Minimum Needs

Two companies protested award of a contract, alleging that unduly restrictive specifications eliminated them from competition. The specifications represented the Government's minimum needs, and the fact that potential offerors were precluded from offering their products did not render the specifications unduly restrictive of competition.
