Two companies protested a proposed contract award, each claiming to be the lowest responsive bidder. Even though the proposed awardee's bid was handwritten, the bid was legible and not susceptible to other interpretations. The proposed awardee's failure to initial bid changes was a minor informality that may be waived since there was no doubt concerning the intended bid price. An oral description provided to the low bidder only was not prejudicial because it led the low bidder to increase its price. Failure to submit continuation sheets may be waived as a minor informality.
