An advance decision was requested regarding payment of a claim for environmental pay where the only evidence substantiating the time worked consisted of the time and attendance records of the agency and the employee's personal log and where some conflicts existed between the employee's log and the official records. In the absence of official records, the employee's claim for environmental pay may be paid under the best evidence rule to the extent that the time and attendance records substantiate the employee's personal record of the qualified hours worked.
