Insertion of Document Containing Escalation Clause Rendered Bid Nonresponsive

A company protested against rejection of its bid as nonresponsive because of the inclusion of a document containing an escalation clause, contending that the document was included inadvertently and should have been disregarded. Responsiveness of the bid must be determined by the bid itself at the time of bid opening; to allow explanation or deletion of items would be tantamount to permitting submission of a second bid.
