A company protested the rejection of its bid for failure to acknowledge a solicitation amendment, arguing that it had informally acknowledged the amendment by attendance at a prebid opening conference where amendments were discussed and by submission of its bid only 2 days after the conference. Failure to acknowledge the amendment which had other than a trivial effect on services may not be waived since there was no indication in the bid that the bidder received the amendment. Attendance at the conference and submission of the bid 2 days after the conference did not consitutute informal acknowledgment of the amendment since it left the bidder the option of denying receipt.
