Protest Questioning Award of Small Business Set-Aside to Large Business

A company alleged that it was the only small business submitting a bid under a small business/labor surplus area set-aside and questioned awards made to a large business. The protester was the third low bidder and did not provide the required certification regarding its eligibility for labor preference, so there was no basis to question the award.
