Request for Contract Modification Because of Alleged Bid Error

A company requested contract modification because of an alleged bid error which resulted from a misunderstanding by the bidder of a labeling requirement. The request may not be granted since the contracting officer was not on actual or constructive notice of the possibility of the error prior to award and since the bid price was only 7 percent lower than the second low bid and was higher than the price of the previous printing.
