A company protested the rejection of its low bid for failure to sign the bid and to acknowledge an amendment. The bid contained the name and address of the bidder and the official authorized to sign the bid, showing the bidder's intent to be bound, so the omission of the signature may be waived as a minor informality. Failure to acknowledge the amendment to the solicitation may also be waived since the bidder was bound to perform under the more onerous original specifications and, therefore, gained no price advantage from the amendment.
