The successful bidder requested reconsideration of a decision recommending the cancellation of a contract awarded to it and award to the properly evaluated low bidder. The prior decision was affirmed because competition had not been adversely affected by the defective award factors contained in the solicitation. The fact that the bidder had a performance bond under the prior solicitation, which was cancelled and readvertised, provided no basis to waive the failure of the bidder to submit a bond under the resolicitation.
