Payment for Services in Absence of Contract Provision for Payment

A decision was requested as to whether three invoices submitted by three separate contractors could be paid. Since it was administratively determined that the contractors provided the agency with goods and/or services, that the government received benefits, and that any unauthorized action had been ratified by the government, the invoices could be paid on a quantum valebant and quantum meruit basis.
