A company protested the sole-source award of a contract. The contract award was not disturbed since the contracting officer's Determination and Findings to negotiate on a sole-source basis was supported by the record which indicated that the awardee was the only known source with the capability to satisfy the agency's requirements within the stated timeframe established for the urgent procurement. The fact that a previous award of a related contract was made to the same contractor on a sole-source basis or that the protester was under a quick response contract with the procuring agency did not cast doubt on the propriety of the award.
