Request for Retroactive Promotions Because of Administrative Breakdown

General authorization was requested to effect about 300 promotions retroactively because of a breakdown in processing of personnel actions. Since the only officer authorized to approve such actions had not done so, there was no administrative error that would permit making such actions effective retroactively.
