Eligibility for Administrative Leave

A decision was requested as to whether an employee could be granted administrative leave for the time spent as a member of a United States team participating in the Pan American Games. There was no basis in the relevant statutes, regulations, or decisions for authorizing administrative leave for the 3-week period during which the employee participated in the games as a member of the U.S. field hockey team.
