Failure To Acknowledge Solicitation Amendment Properly Waived

A company protested contract awards on the basis of the awardees' failure to acknowledge receipt of a solicitation amendment. Failure to acknowledge the amendment, which included a material change in the delivery schedule and an extension of the bid opening date, was properly waived as a minor informality since the date on the bid indicated that the bidder was aware of the amendment. The other bid accepted for award did not show receipt of the amendment, and the agency is terminating the contract.
