Reconsideration was requested of a settlement disallowing a member's claim for reimbursement of the cost of transporting his son from his overseas duty station to the United States for the purpose of entering college. Reimbursement for the travel was denied since the prior request for such travel at Government expense apparently was denied on the basis that the lack of educational facilities for the dependent existed prior to the dependent's arrival overseas. Even if travel at Government expense could properly have been authorized, reimbursement for dependent travel without orders was prohibited.
