A company protested the award of a contract, alleging that the awardee did not meet a definitive responsibility criterion contained in the solicitation. The question of whether the successful bidder provided the requisite evidence to meet a definitive responsibility criterion was for consideration by GAO. The information provided to the survey officer conducting the preaward survey constituted evidence which satisfied the responsibility criterion, and the sufficiency of the evidence was not for review by GAO. Since the contractor proposed to employ the required technical personnel upon award and had executed an agreement for such employment prior to award, the contractor was properly awarded the contract even though it did not have such personnel on the date of bid opening. Protests regarding the contractor's failure to perform in conformance with specifications were not for consideration since they were matters of contract administration.
