The protester objected to the award of a contract, alleging that the successful business was not a small business, was not a responsible bidder, was not a manufacturer or regular dealer of the item procured, and intended to subcontract a major portion of the work to a large business. The protest against the bidder's size status was not for consideration since the Small Business Administration has final jurisdiction in the matter. The protest against the agency's affirmative determination of responsibility was not for review by GAO since neither fraud nor improper application of responsibility criteria were shown. The protests against the contractor's qualification as a manufacturer or regular dealer under the Walsh-Healey Act were not for review since the Department of Labor has final jurisdiction in such matters. Protests regarding potential subcontracts were matters of contract administration which are not for review by GAO.
