An advance decision was requested as to whether an employee, who traveled at his own expense from his home in Texas to Wisconsin for an interview and who, at the end of the interview, was sworn in and told to report in 2 weeks to Dallas, Texas, for training prior to entrance on duty in Wisconsin, was entitled to reimbursement for the constructive costs of the travel incident to the interview. The employee was not entitled to constructive round-trip travel expenses between Wisconsin and Dallas, although he had taken the oath, since he had not entered on duty prior to training, and the expense of travel for interview purposes and of reporting to the first duty station were for payment by the employee.
