The protester objected to the agency's practice of charging bidders $5 for a copy of the abstract of bids for a solicitation and to the agency's refusal to provide such information over the telephone. The failure of the agency to release the information over the telephone was reasonable in view of the administrative burden placed on agency personnel by such requests, and the practice of charging a fee for providing a copy of the abstract of bids was in accord with the User Charge Statute and the Armed Services Procurement Regulations.
