Claim for 6 Months' Death Gratuity

The brother and sister-in-law of a deceased service member appealed a settlement disallowing their claim to receive payment of the six months' death gratuity due on the death of the member. The claimants were not entitled to receive the death gratuity since the member had properly designated another eligible relative to be the recipient of the gratuity.
