The agency requested an advance decision with regard to the proposed award of a contract subsequent to a protest by the second low bidder that the bid of the proposed awardee was not responsive. The failure of the bidder to furnish information certifying product compliance with the specifications was properly waived as a minor informality since the specifications were sufficiently detailed to make the information called for unnecessary and since the solicitation failed to establish in detail the requirement for the information. There was no basis to reject any bid for failure to properly identify subcontractors or suppliers used in compilation of the bid or to be used in contract performance because the solicitation did not contain a subcontractor or an equipment supplier list.
