The protester objected to the agency decision not to terminate an existing contract subsequent to a recommendation in a prior decision that the agency consider the feasibility of terminating the contract and awarding any terminated quantity to the protester. The protester alleged that the agency's position regarding the economic impact of the termination on the Government was vague. The agency's determination that contract termination was not in the Government's best interests due to the costs involved and to the protester's recent unsatisfactory performance on similar contracts was reasonable and within the limits of the agency's discretion.
